I have the honour to transmit an application

from Dr. W. V. M. Koch, who has been acting as Superintendent of the Government Civil Hospital and Lunatic Asylum since the depart- -ure of Dr. J. M. Atkinson, for the grant to him of a bonus in respect of his service in that capacity.

The facts are as stated in the application and the reason why Dr. Koch has received no additional pay other than half the allowance of the Superintendent of the Lunatic Asylum is due to the fact that the sterling salaries of the Superintendent and Assistant Superintendent of the Hospital are the same.

I am of opinion that the case is one which deserves some special recognition and I therefore recommend for

your favourable consideration that Dr. Koch should be given a gratuity of $500.
